Indonesia is the largest app market in Southeast Asia and one of the largest in the world by installs, overwhelmingly Android, overwhelmingly mobile-first. Its ASO market is squeezed: regional hubs in Singapore sell it as a line in a media plan, install networks sell rankings by the unit, and Jakarta’s genuine practitioners mostly work in-house at the super-apps. Here is what that means for a foreign or local app that needs its Google Play listing to work.

Indonesia is a Google Play market before it is anything else. Two hundred and seventy million people, the vast majority on Android, many on budget devices with limited storage, in a country where the super-apps, Gojek, Tokopedia, Shopee, own most of the daily screen time. Search behaviour is in Bahasa Indonesia with a heavy mix of English, and Google Play’s ranking rewards retention and uninstall rates in a way that punishes apps that get installed and forgotten. It is a market with its own physics, and the agencies that sell into it mostly learned their physics elsewhere.

Three kinds of vendor appear when you search. From above, the Singapore hubs: regional performance agencies and global networks who sell Indonesia as one storefront in a ten-country plan, staffed through a translation partner and a local account manager. From below, the install networks: Indonesia has a large supply of the devices and accounts that run keyword-install and review farms, and ‘ASO’ packages with guaranteed Google Play rankings are cheap and everywhere. In between, Jakarta digital agencies who are excellent at Meta, TikTok and Google Ads and added ASO as a page.

The install culture is the most dangerous part. Google Play’s systems are built to detect install velocity that retention does not support, and Indonesia’s device farms produce exactly that signal. The ranking arrives, the uninstall rate spikes, Play discounts the signal and sometimes the developer account gets a policy notice. Because Indonesian packages are so cheap, founders try them ‘just to see’, and what they see is a listing that then underperforms for months because its retention signals were poisoned by installs that never opened the app.

The regional hub problem is the opposite: expensive, competent, and absent. A Singapore office understands Indonesia through a partner. The Bahasa copy is translated. The screenshots are the regional set. The first-screenshot claim was decided for the region, not for a Jakarta user on a budget phone deciding whether your app is worth the storage. For a market this large, that is a lot of money for a line item.

The real expertise is in-house. Indonesia’s super-apps and fintechs have serious growth teams who understand Play’s retention signals, Bahasa search, and the storage question, and almost none of them sell that knowledge. The few who have gone independent are booked and unadvertised. That is why the search results are hubs and install shops.

Against that: one consultant who buys no installs, sells no media, and treats Indonesia as a category read rather than a line item. To be fair to the market: if you are a regional brand launching across Southeast Asia with a media budget, a Singapore hub is a coherent partner and Indonesia will be one of its ten lines. If Indonesia is your primary market and your Play listing is the problem, neither the hub nor the install shop is the answer.
