ASO agency Germany: Berlin invented the framework. You will pay for it every month.

Germany, and specifically Berlin, is where ASO became a discipline with a vocabulary. It is also the most expensive way in Europe to arrive at the sentence ‘rewrite the metadata and test the first screenshot’.

I have a lot of respect for what Berlin built. When Phiture published the ASO Stack, the industry finally had a shared map of what App Store Optimization involves, and a generation of in-house teams learned the discipline from it. REPLUG and Customlytics added measurement rigour and infrastructure thinking. German agencies are, on average, the most intellectually serious in Europe. That is exactly why hiring one for a single listing is so often the wrong purchase, and I want to explain the mechanism rather than just assert it.

German agencies are consultancies, and consultancies bill for thinking. An engagement starts with discovery, a framework walkthrough, a workshop, a strategy document. All of it is intelligent and all of it is billed at senior rates, and none of it changes a word of your store listing. A framework describes what could be done to your store. It does not tell you which three changes will earn installs this quarter. By the time the metadata rewrite happens, you have paid for a quarter of consulting to arrive at a piece of work a specialist would have started on day one.

The second issue is the layer cake. A Berlin consultancy is built on layers: a partner sells, a lead plans, a consultant executes, an analyst reports. Every layer is a salary your retainer funds before a single keyword moves. The consultant executing your ASO is competent, and is following the framework, because a framework is the only way a large team stays consistent. What you get is the Phiture process applied to your app. What you thought you were buying was Phiture’s judgment applied to your app. The difference is most of the fee.

The third issue is measurement culture, which Germany does better than anyone and which cuts the wrong way for organic work. REPLUG and Customlytics come from adtech and analytics; their instinct is to build the attribution and the dashboard before touching the listing, because you cannot optimise what you cannot measure. Sensible for paid campaigns. For organic, the store consoles already show search visibility and conversion, and waiting for a stack rebuild to change a title is a project cadence, not a store one. Six weeks into an SDK migration, your subtitle still says what it said in January.

There is also the infrastructure trap in its purest form. You arrive with a listing problem. The consultancy, in good faith, finds that your tracking is inconsistent and your CRM is not connected. The proposal that comes back is an infrastructure project with ASO as one workstream. All of it may be true. None of it needed to happen before the first screenshot was tested.

Against that: one consultant with no framework to walk you through and no stack to fix. The teardown on day one, which is the strategy. The rewrite in week two. One creative test at a time. The handover with dates. The fee is fixed and a fraction of a Berlin retainer, and your team owns the reasoning afterward, which is the only framework that matters.

To be fair to the German market: if you are an enterprise portfolio that needs ASO, CRM and paid growth under one contract, with documented process and a team large enough to absorb it, Berlin is the best place in Europe to buy that and Phiture is a legitimate choice. German fees match London and trail New York. What they buy is the most rigorous process in Europe, and rigour billed monthly is the most expensive way to reach a one-week conclusion.

Objections
