Let me say the good part clearly. If you have ever worked with an agency in London, Berlin or New York and been impressed by the specialist who actually rewrote your keyword field, there is a decent chance that person was Ukrainian, or trained by someone who was. Ukraine has a deep bench of ASO practitioners: careful, data-literate, multilingual, and used to working across thirty storefronts because their home market never had one big enough. Upwork and the agency world both know this. The talent is real, and it is one of the reasons this page exists.

The problem is how that talent gets packaged. The best-known Ukrainian agency, RadASO, was founded in 2018 by Radomir Novkovic on a clever idea: clients should pay for results, not for hours. Netpeak, a large performance marketing group with SEO, PPC and analytics divisions, bought a majority stake in 2020 and folded RadASO in. The specialist unit now sits inside group economics: margin targets, cross-sell into the group’s other services, and a sales machine that runs across Eastern Europe. You get the specialist and the structure together, and the structure is what the fee mostly funds.

Then there is pay-per-performance itself, which sounds like the fair deal and needs a careful reader. Performance in these contracts is nearly always keyword position: top ten for this term, top three for that. Positions are real, they move, and an agency can be paid against them. But a keyword position is an input, not an outcome. Ranking third for a term with no traffic, or a term whose searchers are not your buyers, is a performance fee earned and an install count unchanged. An agency paid on positions will steer you, in good faith, toward terms it can move: long-tail, lightly contested, brand-adjacent. The report shows green arrows. Your install curve does not.

The second Ukrainian pattern is the reseller layer. A surprising number of Western agencies subcontract their actual ASO execution to Ukrainian specialists and freelancers, mark it up, and present it as in-house. If you hire the Western agency you pay the markup. If you hire a Ukrainian agency you pay the group margin. Either way there is a layer between you and the person doing the work, and the layer is the most expensive line on the invoice.

The third pattern is the ‘semantic core’. Ukrainian ASO culture, partly through tools like Asodesk that came out of the same ecosystem, thinks in keyword clusters and tracked positions. That is a genuinely rigorous way to organise the keyword problem. It is also a way to deliver a spreadsheet in place of a decision. The semantic core tells you what people search. It does not tell you what your title should say or what your first screenshot should claim. Those are decisions, and someone still has to make them.

Against that: one consultant who does not tie the fee to positions, because I do not want to be tempted to chase the easy ones, and who has no group behind him. The teardown, the rewrite, one creative test at a time, the handover with dates. You judge me on the install curve and on whether your team can run it afterward. The fee is fixed and comparable to a year of a Ukrainian retainer, and every line of it is work.

To be fair to the Ukrainian market: if you have the analytics to define performance as installs rather than positions, and the leverage to write that into the contract, RadASO’s model can align incentives better than a plain retainer.
